    Smoke Filter

    Does anyone know if you can apply a smoking effect to a video in any software? This will be for a rock video.

    I could be wrong but I don't think most of the common editing packages have such an effect built in. You might have to go for a plug-in filter such as Alien Skin's Eye Candy (http://www.alienskin.com) or DigiEffects Delirium (http://www.digieffects.com/products.shtml).

    Ramping speeds

    Is there any way in Adobe Premiere 6.5 to ramp ur speeds? Can Premiere even do that?

    Sure can. Right-click the clip in the timeline and select Speed/Duration. Enter a speed higher than 100%.
