The standard answer is Adobe Photoshop. What exactly do you want to do and what is your budget?

I mean if you're looking for something free and does the job OK, you could try various packages, such as the GIMP (hard to get used to), Paint.NET (note that this is totally different to 'Paint', and is a great 'light' program which I use a lot) and the list goes on. There's some good little freeware programs.

If you're looking to do serious photo editing, then I would concur with Dave: Photoshop is good.

There are many software available in the market for the photo editing like Adobe and ulead etc. For the professionals Adobe Photoshop is best for the photo editing. I am not professional but I try to use the Ulead photo editor for the graphics.
