Technically you don't need a programming language at all for website design - you only need HTML which is a markup language, not a programming language. It's the heart of all web design and if you're serious, you need to know HTML.

As for the difference between HTML and CSS, HTML is the foundation of the web page, responsible for the overall content. CSS is an addition to HTML, providing a more efficient and flexible way to control the style and layout of the content. Start by learning HTML, then when you're ready, add CSS.
