Hi James, welcome to the forum.

The answer you won't want to hear is this: It's not about the tools you use, it's about your skills as a web designer. You can use Microsoft Notepad if you know what you're doing. On the other hand, the most expensive specialist software won't be any use without web design skills.

Asking which tools to use to build a website is like asking which tools to use to build a house. I can give you a list that includes hammer, screwdriver, saw, etc. But none of that really means anything if you don't know how to build a house.

So instead of worrying about which tools to use, you're better off asking "What skills do I need for website designing and developmpent?". The answer will be: First of all, learn some HTML. Then come back and ask what's the next step.

Having said that, I recommend Adobe Dreamweaver and Photoshop. They have pretty much everything you'll need for most websites.

James, you didn't provide any information on your skill set. Are you a web developer or web designer? Do you have any programming knowledge? For designing a website it is quite essentials that you have some technical knowledge. If you don't have it then it is really very hard to develop a website by yourself. As Dave said Dreamweaver and Photoshop are the best tools which are used in developing the website but you must have some knowledge on how to use it?

If you are not technically sounded guy then I would suggest you to go with some CMS. I.e. Wordpress or Joomla even Blogger. Try to develop trial website in it and I will definitely say that you will learn a lot from it. You will find various online tutorials which help you in learning the CMS.

If you are not versed in HTML and don't have the time or will to become competant with it then you should consider outsourcing, ordering a template and having it customized or using wordpress or similar for your website - which is very easy to set up with thousands of tutorials. Good luck whichever way you go!
