Technically you don't need a programming language at all for website design - you only need HTML which is a markup language, not a programming language. You only need a programming language if you're trying to create something more than static HTML pages. In any case the best place to start without a doubt is HTML. It's the heart of all web design and if you're serious, you need to know HTML.

As for the difference between HTML and CSS, HTML is the foundation of the web page, responsible for the overall content. CSS is an addition to HTML, providing a more efficient and flexible way to control the style and layout of the content. Start by learning HTML, then when you're ready, add CSS.

HTML stands for Hyper Text Markup Language. It is not a programming language, it is a markup language.A markup language is a set of markup tags.HTML uses markup tags to describe web pages

CSS stands for Cascading Style Sheets.Styles define how to display HTML elements.

I am trying to differentiate HTML and CSS in short.
HTML and CSS are the basis of building Web pages and Web Applications.
HTML is the language for describing the structure of Web pages.HTML provides the structure of the page.
CSS is the language for describing the presentation of Web pages, including colors, layout, and fonts. It allows one to adapt the presentation to different types of devices, such as large screens, small screens, or printers. CSS is independent of HTML and can be used with any XML-based markup language. CSS the (visual and aural) layout, for a variety of devices.
